beijing bluestar energy investment management ltd. (“the company”) was established and invested by china national bluestar (group) co., ltd. in 2010, aiming at providing streamlined energy-saving services for system companies with its advanced energy conservation technologies and equipments in the contract energy management model.
contract energy management is a new energy-saving system and an energy-saving investment form which reduces energy cost. the entire cost of the energy-saving project is paid by the cost savings. with the energy-saving benefits, the users will upgrade the techniques and equipments in a bid to reduce the current operation cost; the energy-saving company provides one package services for the energy consumption companies, from project finance, project design to raw material and equipment purchase, construction, monitoring, training and operation management the capital risk and technological risk of energy-saving projects are undertaken by the energy-saving company. therefore, contract energy management is a triple-benefited model invested and provided by the energy-saving company.
though the company is still in the beginning stage, it has made great achievements. taking shanghai 40,000 tons/year polyformaldehyde energy conservation technical reform project for example, the company has invested 22.89 million yuan for this project and completely renewed the techniques of five sub items. according to the approved data from the third-party energy review institution designated by shanghai municipal commission of economy and informatization, the energy-saving project can directly save 23.4 million yuan/year, and the payback period of this project investment is a year. thus, this project obtained a state award of 5.9827 million yuan.
