the state council issued a notice to speed up emerging industries' development in 2010. the reporter interviewed qi chengyuan, secretary of the science and technology division of the national development and reform commission, to talk about new industries, as well as promote industrial restructuring and upgrades, along with sustainable development in the prior year.
qi chengyuan said, a complete planning system, development objectives and priorities were outlined. relevant departments produced the twelfth five-year plan for emerging industries and development plans for seven industries, including energy-savings and environmental protections, new-generation information technology and new-generation energy industry, to clarify development priorities and policy measures for emerging sectors. special plans were made for the internet of things, integrated circuits, aviation and aerospace.
industrial policies were issued in the country that initiated the compilation of guidance for new industries development. the policies include new software, high-tech service industry guidance, marine engineering equipment industry innovation and development strategies.
"a leadership group for emerging industries was established under the guidance of provincial and municipal leaders to strengthen organization and leadership to provide a guarantee for industrial development", qi added.
the 2011 central budget set up a special fund for emerging industries, which could be transformed into a pillar industry in the near future through comprehensive support such as demand incentives and business model innovations and on the basis of venture capital funds, major projects and innovations.
