on january 24, the bluestar party committee held its 2021 debriefing and assessment meeting of party secretaries of bluestar’s subsidiaries to strengthen the primary-level party building. hao zhigang, party secretary and chairman of bluestar, attended the meeting and delivered a speech. zhu xiaolei, deputy party secretary, presided over the meeting.
the meeting aimed at the in-depth study and implementation of xi jinping thought on socialism with chinese characteristics for a new era and the spirit of the sixth plenary session of the 19th cpc central committee by promoting the further learning and education of party history, continuously consolidating and carrying forward the spirit of the national conference on party building of state-owned enterprises, prompting primary-level enterprises to strengthen the foundation of party building, and reviewing the duty performance of the person bearing the primary responsibility for party building. party secretaries of the 19 bluestar subsidiaries reviewed the 2021 party building work, reported highlights, analyzed problems and proposed the 2022 plan for party building.
in the q&a session, party committee leaders and representatives of participating enterprises shared their views on exploring party building in overseas enterprises and combining party building with safety and environmental protection, production & operation, and research and innovation. they raised questions over how party branches can play a role in training of young talents, project management, production connection between old and new plants and how they can carry out party building exchanges with local governments in light of their actual situation.
hao zhigang affirmed party building of subsidiaries, believing that all party secretaries perform their duties as the primary persons-in-charge, advance the study and education of the party’s history, organize the study and practice of xi jinping’s july 1 speech and the spirit of the sixth plenary session of the 19th cpc central committee, and make substantial efforts to “serve the people”. they need to strengthen primary-level building, fundamental management, and political quality and work skills of employees to ensure a more solid foundation for party building. according to the central work, all the party committees of enterprises can integrate party building into key tasks such as enterprise safety and environmental protection, production and operation, and loss reduction. by doing so, party branches can play their role in serving as a bridgehead and party members a pioneering role.
hao zhigang put forward five requirements for party building work. first, party secretaries of all enterprises should continue to implement ideological and political building and hold firm ideals and beliefs. they should consolidate the learning and education results of party history and do a good job of learning and publicizing the sixth plenary session of the 19th cpc central committee and the 20th cpc national congress committee. all party committees should play the role of demonstration and leadership. all party branches should take the three meetings, one class and theme party day as a carrier for all organizations and party members. second, party secretaries must strengthen the training of xi jinping thought on socialism with chinese characteristics for a new era as a way to support “two establishments” and achieve “two upholds”. third, party secretaries must resolutely implement president xi’s important instructions and higher party organizations’ decisions and arrangements. they should implement the first issues of xi jinping thought on socialism with chinese characteristics for a new era, the spirit of the 19th cpc national congress and president xi jinping’s important speeches by practicing xi’s important instructions and the decisions of sinochem holdings’ leading party members’ group in the actual production and operation of enterprises. fourth, all party committees are required to further improve the system and mechanism for party building and give full play to the role of primary-level organizations and party members to do a good job in the work of the united front work department and mass organizations and enhance the cohesion. fifth, all enterprises should play the role of trade unions and the communist youth league in better uniting the majority of workers and youth and maintaining close ties with front-line employees. party committees at all levels should continue to lead the high-quality development of enterprises through high-quality party building and contribute to developing sinochem holdings into a technology-driven innovation-oriented enterprise and a world-class integrated chemical enterprise.
in this video conference, bluestar had set up the main meeting place, and subsidiaries sub-venues. the meeting brought together about 290 attendees including members of the bluestar party committee, heads of functional departments of the headquarters-based party committee and subsidiaries, party branch secretaries and representatives of party members. they made on-site evaluation and scoring.
